Most likely, the volume is already considered to be a scratch volume, so when it's empty, it will go back to the scratch pool and be reused. I think what you may be doing is looking at volumes that have gone to full and been sitting there untouched for a very long time. If you have data sitting on long-unaccessed removeable volumes. This is to say that you may be artificially out of immediately usable scratch tapes, but that potentially usable tapes may be identified and rendered candidates once again.

You should not check primary storage tapes out of a library except in dire circumstances, and then judiciously.
